U.S. and European officials meeting in Brussels disagreed over how to prevent food surpluses from building up when much of the Third World goes hungry. U.S. Agriculture Secretary Richard E. Lyng, speaking at the two-day World Food Conference, said that only an end to farm subsidies “will bring about the necessary reform.” But Frans Andriessen, the European Economic Community agriculture commissioner, said the U.S. proposal is “neither possible nor desirable.” The 12-nation bloc agreed in February to curb farm output through production ceilings and penalties for overproducers.
