Dallas Police Chief Billy Prince said he is quitting a department in turmoil over public accountability, the treatment of minorities and slayings of officers in a city he claims breeds cop-haters. “I woke up Easter Sunday and just didn’t feel good about returning,” Prince said at a news conference. “I told my wife then, ‘I think it’s time for me to go.’ ” Prince, 45, said he was stepping down immediately but would serve in an advisory role through the summer.
