Richard N. Latzer, 51, has been named president and chief executive of Transamerica Investment Services, a subsidiary of Transamerica Corp., San Francisco. Latzer, 51, previously was vice president at IDS Financial Corp., Minneapolis. Latzer also will function as chief investment officer of Transamerica Corp. with the title of vice president-investment services. Latzer succeeds James P. Conn, who resigned to become CEO of Bay Meadows Operating Co.
