Local News in Brief : $12,831 in Fines for Slum Conditions

The former owner of a Skid Row hotel has been ordered to pay $12,831 in fines, penalties and restitution for failing to correct slum conditions there.
Municipal Court Commissioner Barry Kohn imposed the sentence on Chang Ki Kang, 58, of Chatsworth, who pleaded no contest to 10 violations of various fire, health, building and safety codes at the 32-room Roma Hotel.
City Atty. James K. Hahn said substandard conditions at the hotel included rat and cockroach infestation, unsanitary plumbing, missing fire extinguishers and illegal storage of hazardous refuse.
After he was charged in April, Kang sold the hotel to a partnership formed by the St. James Episcopal Church of Pasadena and the Leo Beck Temple, which are renovating the facility.
