Israeli Foreign Minister Shimon Peres pledged that an international Middle East peace conference would be his first priority if his Labor Alignment won the Nov. 1 general elections. But he evaded questions about whether he would talk to the Palestine Liberation Organization or allow free elections in the occupied West Bank and Gaza Strip, where a Palestinian uprising that began last December is continuing. Addressing a Foreign Press Assn. lunch in Jerusalem, Peres also reaffirmed his support for a U.S. proposal, which is opposed by Prime Minister Yitzhak Shamir’s rival Likud Bloc, for a peace conference to open direct talks between Israel, Jordan and the Palestinians.
