The federal government plans to begin hiring temporary employees to help in emergencies, peak periods or when an agency cannot find a qualified permanent employee for a position. Constance Horner, director of the Office of Personnel Management, in a speech prepared for delivery to the National Assn. of Temporary Services in Phoenix, said temporaries would give short-handed federal agencies needed flexibility. But major federal unions expressed “grave concern.” The American Federation of Government Employees called the proposal “just another form of contracting out” federal jobs to the private sector with all its “proven waste and inefficiency.”
