Residential customers will pay local phone companies an additional 60 cents a month starting in December. That will boost the present $2.60 monthly “subscriber line charge,” imposed by the FCC, to $3.20. Under an FCC policy adopted two years ago that shifts a part of the connection charges paid by long-distance carriers to their customers, American Telephone & Telegraph asked the commission to cut AT&T;’s interstate rates by a corresponding amount, averaging 3.8%, a reduction of $697 million in annual revenue, effective Dec. 1.
