After Duke’s 43-43 tie with North Carolina State Saturday, Spurrier said a defensive holding penalty on the Blue Devils cost Duke a victory. The penalty, labeled by Spurrier as “one of the worst I’ve ever seen,” was called with Duke ahead, 43-40, with 9 seconds remaining. It nullified a Duke interception and set up the Wolfpack’s tying field goal.
