Israeli officials sharply played down Prime Minister Yitzhak Shamir’s offer to withdraw troops from some Palestinian communities in the occupied territories, after strong opposition from Jewish settlers. Foreign Minister Moshe Arens said Shamir was simply quoting the 1978 Camp David Accords when he made the withdrawal offer. Arens and Shamir spokesman Avi Pazner denied that it was part of a new peace initiative. Palestinians also have rejected Shamir’s plan, saying it is a ploy to cheat them out of statehood.
