Two-Thirds of County’s Schools Win High Ratings

More than two-thirds of Orange County elementary and intermediate schools were rated “high performers” in a new analysis of scores from the California Assessment Program, according to a study released this week by State Supt. of Education Bill Honig’s office.
The study of third-, sixth- and eighth-grade scores was designed as the first definitive measure of statewide school performance since 1983, when the Legislature adopted a massive education reform package, according to William L. Ruckeyser, a special assistant to Honig.
“At the beginning of the educational reform movement in 1983 . . . the call for more accountability came in, and we set goals for third, sixth and eighth grades. And we told schools that as a whole, we expect an average improvement in CAP scores,” Ruckeyser said.
“This is a very important benchmark,” he added. “It is the first time we’ve been able to give one single numerical index to each school that tests more than 30 kids in a grade.”
The most important feature of the analysis, Ruckeyser pointed out, is that the schools are ranked as “high performers” or “low performers” according to how well they have done against their own past scores, or compared to other schools whose students have similar socioeconomic characteristics.
In Orange County, 205 (or 66%) of the 307 schools testing third-graders were rated high performers, as were 212 (or 78%) of 272 schools that tested sixth-graders. Results from the eighth-grade CAP scores showed that 56 (or 72%) of 78 schools were ranked as high performers. Low-performing schools were found throughout all Orange County school districts and were not concentrated in any particular district.
“What’s new with this data is this: We are measuring the schools to see if they are improving at the rate which the state has set for its goals, or if they are performing at such a high level compared with comparable schools that improvement would merely be a nice bonus,” Ruckeyser said. “This will give parents an objective yardstick by which to begin to evaluate the schools.”
Ruckeyser said that because 95% of California students take CAP tests, the scores give a good measure of how all students are performing.
Local school officials, however, emphasized that this latest study is only one measuring stick.
“You cannot tell which are the strongest instruction programs by looking at test scores,” said Vergil Hettick, director of research and evaluation at the Santa Ana Unified School District. “They are indicators, but they cannot be used alone.”
Hettick, who serves on a 27-member panel of “large school district evaluators” that advises state education officials, said he welcomed the new indexing because it sets objectives for schools and districts to follow. But he said he hoped that parents do not misuse the information.
“We hope that the result . . . is that parents will come to us and say, ‘Can you explain this to me?’ If the results are used to reject the school as not being a good school, then it doesn’t help us,” he said.
The indexing is useful in the larger picture, he said, but because results of different subject tests are lumped together, “you lose the detail.”
These results give no indication, for example, why children in the lower grades in some Santa Ana schools score well in math compared to other children but do poorly in math tests in the higher grades. Hettick says a closer examination of his district would reveal that English is a second language to many children, and while they score well in math in the early grades--”because numbers on one level are universal”--their difficulty with English vocabulary affects their ability to comprehend more sophisticated math in the later grades.
Indexes Assigned
For the third- and sixth-graders, the study compared test results from 1983-84 to those of 1987-88, averaging scores from the math and English portions of the test. For eighth grade, results of 1985-86 were compared to those of 1987-88, and scores also were averaged.
Each school then was assigned an index of 1, 2, 3A or 3B. Schools ranking 1 or 2 were considered high performers.
In order to be considered a 1, schools had to raise their CAP scores by 9 points for third grade, 12 points for sixth grade and 6 points for eighth grade. Or, the schools had to have been in the 75th percentile among “like” schools. Ranking in the 75th percentile means that a school performed better than 75% of those in its category.
For example, if a school was a high scorer in 1983-84, it had to maintain its standing among similar schools, even though actual test scores did not rise dramatically in four years.
Only schools with third- and sixth-graders could qualify for the 2 index, and they had to improve their scores by 6 points in the last two years.
Schools that made no progress and were ranked in the 25th to the 75th percentile were given an index of 3A. Schools with no progress, and which ranked in the lowest to the 25th percentile, were given an index of 3B.
In Orange County, only 20 schools testing third-graders, two testing sixth-graders and one testing eighth-graders were assigned a 3B index, which means they were “low performers.”
Parents Cautioned
Joseph Platow, assistant superintendent of the Saddleback Valley Unified School District, cautioned parents that this analysis compares scores from just 2 years.
“I think it’s important to hold ourselves accountable, but there should be a realization that if you’re looking at a single year’s performance, and comparing them with a single year, you’re not getting an accurate picture of the trends in that school,” Platow said.
“Any school person will tell you, you will find variations in groups of kids or classes from one year to the next,” he said.
Clara Ingalls, who is in charge of research and staff development for the Orange Unified School District, praised the state for realizing that children whose parents are college graduates should not necessarily be compared to children who don’t have such advantages.
“I think that’s what the state has attempted to do, to bring testing information together by taking into consideration socioeconomic background,” she said. “They’re making a real attempt to communicate with the public about how the schools are doing.”
Still, she said, “there’s a real void in helping the public know how to interpret the scores. Our schools are much more complex than that.”
HOW TO READ THE SCORES
The information on high- and low-performing schools is based on average math and reading scores on the 1987-88 California Assessment Program test taken by third- and sixth-graders, and the average of scores in five CAP subject areas taken by eighth-graders in the state. The listings below show how individual schools performed on the CAP tests, compared to their own previous CAP scores and to schools of similar background (based on such indicators as parents’ education and income level, the number of families receiving welfare assistance and the number of limited-English-speaking students).
* The first column shows the grade level for the school.
* Next is the performance index. The highest ranking is 1. For third and sixth grades, this means that the grade met a statewide target set for that grade in 1983-84. For eighth grade, the target was set in 1985-86. A 2 applies only to third and sixth grades and means that they met a more modest growth target set in 1985-86. A 3A means no targets were met and the CAP score average was in the middle 50% of comparable schools. A 3B means no targets were met and the score was in the bottom 25%.
* The next column shows the difference between the 1983-84 CAP score and the 1987-88 score.
* Column 4 shows average 1987-88 combined CAP reading and math score for each grade level. CAP scores are scaled from about 100 to 400.
* Column 5 shows the grade’s percentile ranking among grade levels at similar schools.
