The Senate approved a compromise designed to allow speedy passage of a bill providing $3.5 billion in emergency spending for veterans and other programs. The legislation passed by voice vote and was sent to the House, which was expected to act on it today. The revised package drops a plan by House Democrats to add $821 million to anti-drug programs this year.
