CHICAGO — An explosion Wednesday in an office of the Dirksen Federal Building downtown blew out a dozen windows and rocked the 12th floor but caused no injuries, officials said. “A workman had a small propane tank. It exploded, causing a fire,” James Loughney, a deputy districtfire chief, said.
