A $4-million facility is under way in Oxnard for Image Laboratories, a beauty products manufacturer.
Continental Communities of Woodland Hills is building the 122,000-square-foot plant at Rice and Eastman avenues, with completion expected in December. Building Design Associates of Van Nuys completed the design and engineering.
