British port authorities barred a Soviet cargo ship from unloading six tons of toxic waste from Canada after protests at the port of Tilbury, a spokesman said. The Khudozhnik Saryan later left the port, 20 miles east of London, to return to Canada. The ship had been met by protesters from the environmental group Greenpeace attempting to block the shipment of polychlorinated biphenyls, known as PCBs, from a Quebec power company. A port official said it was decided that the shipment posed unacceptable risks.
