Navistar International Corp.: The Chicago truck maker’s third-quarter earnings declined 41% from a year ago to $27.6 million. Sales rose 5.5% to $1.03 billion. The company blamed the lower earnings in part on excess production costs and production inefficiencies at certain plants. It said it would cut production and lay off workers to reduce an expected loss in the current quarter, which began Aug. 1.
