MIDDLETOWN, Ohio — Republican state Rep. John Boehner declared his candidacy Monday for the seat held by Rep. Donald E. (Buz) Lukens (R-Ohio), calling the congressman’s sex-related conviction a tragedy that leaves voters feeling betrayed.
