Moynihan’s Plan to Cut Payroll Tax

Coming through the revolving door of deception now is President Bush’s deja-voodoo economics.
He supports the shifting of surplus payroll tax revenue from the Social Security fund where it belongs, to the federal budget, where it doesn’t--a transparent fraud against low- and middle-income employees.
Let’s have no more accusing elderly Social Security recipients of robbing younger workers.
Moynihan’s “pay-as-you-go” proposal is the right and honest way to go.
