U.S. Military Aid to El Salvador

Your editorial suggests that when Congress votes to renew military aid to El Salvador, we add conditions to pressure the Salvadoran military into backing peace negotiations between its government and the FMLN.
For reasons of fiscal responsibilities alone, any rational congressional vote should, instead of the so-called carrot that you suggest, apply a greater pressure, which would force a negotiated peace, by cutting off all military aid.
