VENICE, Italy — This beautiful Italian canal city, under threat for centuries from high sea tides, was virtually paralyzed Friday when many waterways were reduced to muddy streams, strewn with stinking garbage.
A week of low tides and a winter drought forced the closure of many of the 200 canals.
