The U.S. Environmental Protection Agency announced that notices of noncompliance have been served to the Marine Corps Logistics Base near Barstow for violations of federal hazardous-waste laws. EPA inspections showed that base annexes violated several provisions of the federal Resource Conservation and Recovery Act, which regulates the treatment, storage and disposal of hazardous wastes, officials said. Violations include operating unauthorized hazardous-waste management units; treating, storing or disposing of hazardous waste not authorized by an existing permit; failure to maintain proper records, and failure to comply with land disposal restriction requirements. The Marine Corps is required to respond to the notice within 30 days, detailing efforts planned to bring the facilities into compliance with the law, officials said.
