DECK THE FREEWAY? One group of firms interested in building toll roads has suggested a second deck over most of the Riverside Freeway. . . . The upper deck would be a tollway but could help absorb the enormous growth in traffic expected in the ‘90s. . . . Supervisor Don R. Roth says the proposal is in the “very early, early discussion stages.”
