JUDGES: The contest for a seat on the 4th District Court of Appeal in Santa Ana has heated up, with the finalists up to six. . . . Sources say the governor is considering Superior Court Judges Manuel A. Ramirez and Richard O. Frazee Sr. for the post, which opened when Presiding Justice Harmon G. Scoville retired. Other finalists: Judges Gary L. Taylor, Cecil Hicks, William F. Rylaarsdam and David G. Sills.
