In Brief : *** LOUIE LOUIE, “The State I’m In,” WTG.: Albums are rated from one star (poor) to five stars (a classic).

Bowing to Prince on the funky-sexy stuff and to Michael Jackson on the ballads, newcomer Louie Louie is no original, but he’s no slouch either. The material is uneven, but usually rises above cliche. Good singing, omnivorous borrowings from rap, rock, gospel and jazz, gleaming production and a high danceability quotient are the main assets.
