NATION : Coastal Drilling Delay Expected

WASHINGTON — President Bush is expected to postpone new oil drilling off the coasts of California and Florida so that additional environmental-impact studies can be done, Administration officials said today.
Although cautioning that Bush could change his mind, the officials said the President appeared ready to endorse a course that would ban new exploration off two California study areas and an additional one off Florida until at least 1992, said a top official.
