College Teachers Must Speak English, Law Says

HARRISBURG, Pa. — Gov. Robert P. Casey has signed a bill intended to help college students better understand their instructors. The new law, signed Monday, requires colleges and universities to certify to the state that their instructors are fluent in English.
State Sen. Vincent Fumo, who sponsored the measure, has said that students have been complaining that they cannot understand some of their instructors.
