West Covina citizens voted to incorporate their city of 507 in February, 1923. Benjamin F. Maxson, a walnut grower formerly of El Monte, became the first mayor. Because the area was known for its walnut production, people in neighboring towns referred to West Covina as the “huge walnut grove with a mayor.”
