HOT & COLD: A straw poll of county supervisors shows that they will vote to place Measure M, the transportation tax, on the November ballot, but only one seems willing to campaign for it. . . . Harriett M. Wieder and Roger R. Stanton would prefer to wait until 1992. Don R. Roth and Thomas F. Riley favor a try in November, but Roth is reluctant to commit to the campaign. And Gaddi H. Vasquez has been closemouthed on the issue. Only Riley has volunteered campaign support. . . . The issue comes before supervisors Aug. 7.
