DUI: Drunk-driving arrests, down in recent years (above), are on the rise again in Orange County due to tougher laws, according to the CHP. . . . In previous years, a 0.1% blood-alcohol level defined you as driving under the influence, but last Jan 1. the level was reduced to 0.08%. Then, on July 1, arresting officers were authorized to take away driver’s licenses from drunk-driving suspects.
