El Monte : Restaurant Receives Permit

A restaurant owner who hired extra security guards to keep reputed drug dealers out of his business will get a temporary pool room and cabaret permit, the City Council decided.
The council voted unanimously to grant a 90-day permit to El Chubasco restaurant at 11440 Elliott Ave. after owner Jose Guadalupe Munoz appealed an earlier decision to deny the permit because of complaints of illegal drug activity in and around the restaurant.
On Tuesday, Munoz’s lawyer, Jerome Applebaum, said Munoz had hired three security guards and moved the restaurant phone behind the counter to discourage its public use. Applebaum said it was inappropriate to expect Munoz to do more. “Remember he’s in private business, he’s not a policeman,” Applebaum said.
