* Elizabeth A. Hallin has been promoted to corporate vice president in charge of human resources for the Koll Co., a Newport Beach-based land development, management and construction firm. She joined the company in 1989 as director of human resources. Previously, Hallin was an employee benefits consultant with Feder, Lopin, Goodman & Schwartz, an employee benefits legal firm. From 1982 to 1988, she was manager and then director of human resources for the Irvine Co.
