Builders Lose Bid to Start Work on Housing Project

Developers of a controversial 272-unit housing project in Altadena failed this week to persuade Superior Court Judge John Zebrowski to allow them to begin work while legal issues surrounding it remain unresolved.
Work on the La Vina development was halted in July after Zebrowski, ruling on a lawsuit filed against the county by project opponents, determined that the county violated the state Environmental Quality Act by permitting developers to choose and pay for consultants who prepare environmental impact reports.
