* Jeffrey S. Brown has been named to the newly created position of national accounts program manager for PacTel Cellular, Irvine. He joins the company after eight years with Pacific Bell, where he held several sales and marketing positions, including area manager for the Northern California business market. PacTel Cellular, a wholly owned subsidiary of Pacific Telesis Group, operates cellular systems in Los Angeles, San Diego, San Francisco, Sacramento, Detroit and Atlanta.
