Nestande Heads State Transportation Commission

Former Orange County Supervisor Bruce Nestande, now vice president of Costa Mesa-based Arnel Development Co., has been named chairman of the California Transportation Commission.
Nestande, a Republican who joined the commission in 1982, previously served as the panel’s chairman in 1985. His selection was made at Friday’s commission meeting in Sacramento.
Nestande said 1991 will be a crucial year for transportation because new funding from state ballot propositions and gasoline tax hikes will be available, as well as revenue from locally imposed sales taxes such as Orange County’s Measure M.
The commission allocates state transportation funds and sets state policy.
Nestande said coordination of funding efforts will be a high priority as will be the establishment of “new, more sophisticated” public-private partnerships to build some projects.
Nestande said he also foresees at least some attempts by Gov.-elect Pete Wilson to restructure Caltrans.
