Litton Industries, Beverly Hills, elected John R. Russell president and chief executive of its Houston-based Western Atlas International technology oil services subsidiary and a senior vice president of the parent company. Russell, 52, was Western Atlas executive vice president. He succeeds M. Howard Dingman Jr., who is retiring.
