Visa Plan Condemned: Three senators are urging the Immigration and Naturalization Service not to go ahead with some proposed changes in visa regulations that govern the entry of foreign performers into the United States. Sens. Edward M. Kennedy (D-Mass.), Alan Simpson (R-Wyo.) and Paul Simon (D-Ill.), in a letter to INS Commissioner Gene McNary, call for abandonment or modification of pending requirements that foreign artists wait until 90 days before their performances to apply for visas, and that they have been members of their companies for at least a year before they could work in the U.S. The senators said they will introduce legislation to change the law--passed late last year--that provides for the new visa rules.
