DEPOT DORMS: Sure, people have slept in bus depots, but on Monday the Orange County Transportation Authority approved plans for building apartments atop a new Huntington Beach bus terminal. . . . The low-income, single-room housing has been successful in San Diego and is planned in Santa Ana. But this would be the first time such housing has been built in a transportation facility.
