THOUSAND OAKS : City Unions Want Mediation by State

Two unions representing about 450 Thousand Oaks city employees have asked state mediators to step in to resolve a protracted dispute over new contracts, labor leaders said Thursday.
Both the Thousand Oaks City Employees Assn. and the Thousand Oaks Management Assn. have broken off talks with the city over non-wage issues. The two unions have been working without contracts since July 6.
Barry Hammitt, a spokesman for the union that represents 314 non-management employees, said talks over a new two-year contract broke off Tuesday and have not been rescheduled. He said that key issues are employee evaluations, a grievance procedure and a union proposal to require workers to belong to his union.
David Cochran, a spokesman for the 135-member management association, said the union declared an impasse after talks over a new one-year contract stalled last month. He said a grievance procedure and merit increases are items of dispute.
