A commuter plane that crashed on approach to the Birmingham, Ala., airport in July, killing 13 people, was cleared to land even though wind shear advisories were in effect, according to a recording made public by the Federal Aviation Administration. An air traffic controller was taped at 5:55 p.m. informing all aircraft about low-level wind shear conditions. The plane crashed at 6:12 p.m. several miles west of the Birmingham airport on a flight from New Orleans. The pilot and a passenger were thrown clear and were the only survivors. L’Express, operator of the commuter line, filed for Chapter 11 bankruptcy protection.
