No-Fault Insurance

In response to Kenneth Reich’s article “Drivers Finding Search for Insurance More Difficult” (Part A, Sept. 10): The automobile insurance industry has repeatedly proven to be one of the biggest rackets in America today. I understand that coverage is necessary, but there must be better alternatives.
How about private companies being replaced by one agency controlled and funded by each state, which could charge every owner one rate for comprehensive coverage on each car owned? This rate would cover every driver of the car named by the owner, regardless of age, and there would be no limit on the number of drivers named (the rate would not change). Subsequently, every driver in each state would be covered, and premiums would remain reasonable (no increases to account for uninsured drivers).
