Tortilla Flats. This Mexican restaurant feels more like one of the gracious hotel courtyards in Mexico City’s Zona Rosa than an eatery in Laguna Beach. The outside patio, where diners can order potent margaritas, fajitas and tostadas large enough to sink a ship, has been transformed into a fern-filled grotto, complete with a trickling fountain, a wide, dark pool, and, darting from its depths, dozens of white and orange koi.
