Regulations on Hold: Consumer groups identified 44 regulations--ranging from car safety for baby passengers to standards for nursing homes--that could be delayed by a moratorium on new rules being considered by President Bush. “It will have a direct, immediate, devastating impact on citizen and worker protection rules,” Michael Waldman of Public Citizen said of the proposed delay in the regulatory process. White House aides said last week that Bush was considering announcing a 90-day moratorium on rule making in his State of the Union address as a way to help business and stimulate the economy.
