NEW NOTCH: Stock investor Dan Sullivan, author of the Seal Beach-based newsletter “The Chartist,” has hit a new high. Forbes magazine has named his investment letter best in the country. The magazine calculates that Sullivan’s portfolio has gained an average 760% since mid-1980. . . . What’s his secret? “When I make mistakes,” he says, “I recognize them quickly and cut my losses.” His advice today for new investors: Don’t risk more than 30% of your available capital now on stocks.
