WASHINGTON — President Bush said Tuesday that he is nominating a Maryland businessman as ambassador to New Zealand. Robert Goodwin, a vice president and director of governmental affairs at the Meredith Corp. in Washington, will serve concurrently as ambassador to Western Samoa, the White House said.
