Southwest Water Company announced that Michael O. Quinn, president of the company’s service business division, will replace the retiring Randell J. Vogel as chief operating officer of its public utility division in La Puente. Quinn has been with Southwest Water for 22 years. The company is the parent of Suburban Water Systems, which serves parts of Los Angeles and Orange counties.
