LIGHTER TOUCH: Orange County may be growing, but not at the polls. Though voter registration is at a record level, more people voted in the 1988 presidential primary--499,721 compared to Tuesday’s 484,707. The percentage of voters was down too, from 48.1 % to 44.1%. . . . The Democrats, despite being outnumbered by Republicans, had the better turnout: 46.5%. The GOP was a shade under that.
