FIGHTING WORDS: Six years ago, Santa Ana first-grade teacher Gloria Matta Tuchman led the fight to get a bilingual education bill vetoed. She’s back at it. A similar bill has passed, and Tuchman vows she’ll go to Sacramento next week if necessary to persuade Gov. Pete Wilson to veto it. . . . Tuchman, a Latina who spoke no English when she first went to school herself, says it will set back even further efforts by minority students to master English. “English immersion is essential to these children,” she says.
