PARK & PAY? Would you be happy to pay for parking at work, or at the mall, if it helped the environment? Regional planning agencies, which tentatively have decreed an end to most all free parking in 1993, will defend their plans at a hearing in the Board of Supervisors chambers at the Civic Center today before Assemblyman Gil Ferguson and Rep. Christopher Cox, both Newport Beach Republicans. . . . “We prefer a more positive approach,” says a staffer for Ferguson, who opposes the pay-to-park policy.
