TIMELY SPEECHES: Members of the controversial Orange Unified School District board, some of them the subject of recall petitions, have another controversy. To limit public speakers, they’ve added a light system to meetings: Green means go ahead and talk, yellow means you have one minute left. After three minutes, not only does the light turn red, the speaker’s microphone goes dead. . . . Says Marvella McAllister, a leader of the recall movement: “It’s so ridiculous, it’s just another board shenanigan.”
