Pomona : Police Rights Suit Settled

A tentative out-of-court settlement has been reached in a federal civil rights lawsuit filed by two Pomona police officers against the city and former Councilman C. L. (Clay) Bryant.
City Atty. Arnold Glasman said that the dispute has been “settled to the satisfaction of all parties” but that terms will not be disclosed.
However, other city officials said the matter cannot be kept confidential. “Eventually the taxpayers will find out. And they have a right to know,” Mayor Donna Smith said.
Detective Raul Camargo and Sgt. Gary Elofson filed the complaint in November, 1989, after Bryant, drawing on confidential reports, disclosed that they had been accused of sexual harassment and that Camargo had undergone psychiatric treatment. The officers, in seeking unspecified damages, said the disclosures violated their civil rights and caused them mental and emotional distress.
The case juxtaposed their claims to privacy against Bryant’s claim that he was immune from suit because he was speaking as a councilman at an official meeting on a matter of public concern.
