Rochester Model for Health Care

In response to “Creating a Plan for ‘Us-Us’ Medicine,” by Theodore R. Marmor and Jerry Mashaw, Commentary, March 26:
The commentary reminds me of the story told by the Russian peasant under Communist rule. The peasant was relating the fact that he owned a cow, and his neighbor did not. To equalize the situation, the government shot the cow.
The two industries that work in the United States are the health-care industry and the pharmaceutical industry. They deliver the best product in their respective fields, and yet are continually criticized by those who wish to “shoot the cow,” to make sure that everyone has the same.
Will someone please tell me where it is written that health care is a right?
